The Seattle King County Employment Council
Bylaws – September 2005
Mission Statement
The Seattle King County Employment Council is a coalition of
organizations working to improve access to quality employment by
shaping public policy and promoting effective employment and
training services for those who need them most.
Five Year Vision Statement
The Seattle King County Employment Council is a credible
stakeholder in the policy-making arena on employment and training
issues. The organization has fifty active members. These members are
engaged at different tiers of membership, and reflect broad
involvement by community partners who care about employment and
training in our region. A staff of 1-2 people supports our volunteer
leadership and active committees, and the organization has an annual
budget of $100,000.
Values
Focus on Underserved People – The Council is committed to
maintaining a primary focus on serving people with the most barriers
to employment. People who do not speak English, people with
disabilities, low-income people, single parents and other
marginalized groups have particular challenges in finding good jobs,
and need our attention and advocacy for appropriate services.
Quality Jobs – All people deserve quality jobs—jobs that
pay living wages, offer benefits, job security and opportunities for
advancement.
Collaboration – The Council values collaboration and works
to build alliances with all people and organizations concerned with
employment, including public, private and nonprofit organizations,
employers and unions. By working together, we have the greatest
chance of crafting effective solutions.
Organization Membership
The membership year runs from January until December.
General Meetings are held monthly except for December and
August.
The Employment Council is a dues paying membership committee
council open to any one with an interest in employment issues in the
community.
The committee’s annual dues are $65 per member. People may attend
meetings as non-members but only dues paying members will be able to
vote on committee actions. Non-voting members will have access to
all information shared with or gathered from the council attendees;
there will be no information restrictions placed on non-voting
members.
Election Process
Each year the council membership will solicit nominees willing to
serve as new officers and committee chairs in October. Current
members of the Executive Committee will discuss expectations and
duties with nominees. Voting will take place in November. All
nominees will be notified after elections. New officers and
committee chairs will begin serving in January.
Process for Amending By-Laws
Any Amendment to these By-Laws will be brought to the executive
committee for review. Amendments will then be presented to the
general membership for a vote. A majority vote by the general
membership is needed to amend a By-Law.
Equal Employment Opportunity (EEO) Statement
The Seattle/King County Employment Council will conduct all
council actions in such a fashion as to not limit, segregate, or
classify any employee/member in any way which would deprive or tend
to deprive an individual opportunities or otherwise adversely affect
his or her status as an employee/member, because of such
individual’s race, color, national origin, religion, sex, age,
marital status, sexual orientation, disability or political
affiliation.
Officers and Committees
President
The President will serve as the strategic leader for the
Employment Council and as a liaison between the Employment Council
and the Seattle Human Service Coalition, King County Jobs
Initiative, Seattle Jobs Initiative, Workforce Development Council
of King County, and other workforce development stakeholders,
agencies/foundations, and policy makers. The President will chair
the Employment Council’s general membership meetings and the
executive committee meetings, recruit and market the Employment
Council to prospective new members in the community. The President
also identifies policy issues and strategic direction in conjunction
with the executive committee, guided by the strategic plan, and
communicates issues to members. The President will be responsible
for encouragement and collection of member’s dues. The President’s
term will be one year running from October through September of the
following year.
Vice-President
The Vice-President will be to assist the President, take on the
President’s role in the absence of the President, maintains the
Employment Council membership and e-mail distribution list, receives
meeting minutes from Secretary/Treasurer and distribute minutes to
membership e-mail list. The Vice President will act as mediator
should issues arise between Employment Council members. The
Vice-President’s term will be for one year running from October
through September of the following year.
Secretary/Treasurer
The role of the Secretary/Treasurer is to prepare and distribute
Executive Committee meeting notes; prepare minutes of the general
meetings and forwards it to the designated point person for email
distribution in a timely manner. Maintains records of the
Seattle/King County Employment Council and ensures effective
management of the records. Will record member’s dues/contributions
deposited with the fiscal agent for the Seattle/King County
Employment Council. The Secretary/Treasurer’s term will be for one
year running from October through September of the following year.
Committee Chair - Policy and Advocacy
The role of the Vice President of Policy is to inform him or
herself on the issues before local, state and national decision
makers as they relate to policies affecting employment and preparing
people for employment. The Committee Chair will assist President in
developing the monthly meeting agendas. The Committee Chair will act
as mediator should issues arise between Employment Council members
and will be responsible for the policy committee. The Committee
focuses on specific initiatives and recommends actions to the full
Council. Actions can include identifying and recommending positions
on particular issues, developing policy solutions and working with
Employment Council members to pursue policy change. The committee
chair’s term will be one year running from October through September
of the following year.
Committee Chair for Community Relations
Committee Chair for Community Relations assures that the
Seattle/King County Employment Council is visible in our communities
and meets the needs of the local employment and training services
providers. The Committee Chair maintains the Employment Council
membership and email distribution list. The Committee develops and
implements an outreach and community relations strategy such as
working with the media, facilitating Employment Council
representation at workforce events and conferences, and engaging
stakeholders. The committee also develops marketing tools such as
brochures and a web site as well as coordinating special events of
the Employment Council. The committee chair’s term will be on year
running from October through September of the following year.
Committee Chair for Membership
Committee Chair for Membership promotes and increases membership in
the Seattle/King County Employment Council and is responsible for
the Membership Committee. The Vice President also manages annual
member dues collection. The Committee develops and implements a new
member recruitment plan, actively engages potential new members and
seeks opportunities to build membership and strengthen current
membership. The committee chair’s term will be on year running from
October through September of the following year.
Executive Committee
The Executive Committee is made up of the Council President,
Vice-President, Secretary/Treasurer, Chairs for the Policy and
Advocacy; Community Relations; and Membership Committees; as well as
interested individuals as needed. There will be a minimum of 10
Executive Committee meetings per year. The responsibilities of the
Executive Committee are to plan monthly General Council meeting
agendas and to support and implement the Strategic Plan.
